You Are

A strategic, mission-driven technology leader who thrives on solving complex technical challenges at the enterprise level. You combine hands-on expertise in software engineering, cloud architecture, and DevOps with a deep understanding of DoD sustainment programs and cybersecurity requirements.

You are equally comfortable driving modernization strategy from the executive table as you are architecting the systems that make it real. You understand how to lead cross-functional teams, communicate with senior government stakeholders, and deliver technical excellence in alignment with mission outcomes.

Key Responsibilities

  • Lead sustainment, enhancement, and modernization of enterprise applications
  • Oversee the design, development, and optimization of systems using .NET (C#, ASP.NET, .NET Core), SQL (MSSQL/Oracle), and Angular frameworks.
  • Architect and implement cloud-native, API-driven, and microservices-based solutions to modernize legacy applications.
  • Direct enterprise database architecture and maintenance, ensuring data accuracy, integrity, and access control through proactive auditing.
  • Collaborate with users and mission stakeholders to resolve data conflicts and improve data usability.
  • Ensure all application changes and enhancements follow established configuration management and change control processes.
  • Develop and lead enterprise cloud adoption and modernization strategies with a focus on Microsoft Azure.
  • Manage configuration, maintenance, and performance of cloud-based systems, ensuring compliance with DoD cybersecurity and operational policies.
  • Coordinate with network and infrastructure teams to implement upgrades, migrations, and system integrations.
  • Oversee cloud governance, cost optimization, and performance monitoring activities.
  • Define and implement DevOps strategy and best practices to support continuous integration and delivery (CI/CD) across the SEAP environment.
  • Manage Azure DevOps (ADO) pipelines for development, testing, and release management of mission-critical applications.
  • Collaborate with architecture, engineering, and analysis teams to enforce standards, documentation, and communication protocols.
  • Foster a culture of automation, efficiency, and continuous improvement across development and operations teams.
  • Oversee vulnerability management, risk assessments, and remediation activities.
  • Maintain system integrity through monitoring, patching, and adherence to DISA STIGs and cybersecurity directives.
  • Serve as the primary technical advisor to program leadership and stakeholders, translating business needs into executable technology strategies.
  • Lead, mentor, and develop high-performing technical teams across multiple functional areas.
  • Align enterprise architecture with Army Human Resources Command objectives, ensuring mission success through technical excellence.

Requirements

  • 15+ years of progressive experience in software development, architecture, and sustainment programs within the DoD or federal sector.
  • 10+ years of cloud architecture experience, including 5+ years hands-on with Microsoft Azure.
  • 10+ years of DevOps experience, including 5+ years in Azure DevOps (ADO) environments.
  • Proven record leading enterprise modernization and sustainment programs from strategy through delivery.
  • Strong background in cybersecurity, compliance, and risk management aligned to DoD frameworks.
  • Demonstrated ability to work effectively in a remote environment, lead diverse cross-functional technical teams,  and interface with senior-level government stakeholders.
  • Experience with Business Transformation Agency (BTA), Business Enterprise Architecture (BEA), and DoDAF modeling methodologies.
  • Familiarity with BEA SA repository, Visual Basic, SA macros, Windows XT Server, and SQL Server environments.
  • Excellent leadership, communication, and stakeholder engagement skills.
  • Master’s degree preferred. Bachelor’s degree required; a two-year technical degree with 10 years of relevant experience may be substituted
  • CompTIA Security+ certification 
  • Active Secret clearance
