A seasoned Program Manager with extensive experience leading DoD IT programs. You bring strong leadership, contract oversight, and communication skills, and you understand the mission-critical nature of supporting Enterprise Technology Integration, Governance, Engineering and Requirements (ETIGER) systems. You hold (or can obtain) a Secret DoD Security Clearance.


How You Will Make an Impact

The Program Manager shall be the lead for this ETIGER contract. The Program Manager shall be responsible for planning and delivering contracted services according to task orders. This position shall be located in the Fort Knox, KY location. 

Responsibilities

  • Lead the overall program strategy, aligning it with customer priorities and organizational objectives. Oversee day-to-day operations and ensure all program activities stay on track.
  • Serve as the primary point of contact for government customers, contracting officials, and other stakeholders, including subcontractors and technical teams.
  • Plan and manage the program budget, track expenditures, monitor "burn rates," and ensure financial performance aligns with contractual requirements, particularly for Cost-Plus contracts.
  • Ensure all program activities comply with contract requirements, DoD acquisition regulations (e.g., FAR), and federal laws.
  • Identify, analyze, and mitigate program risks. Develop contingency plans and track issues to ensure they do not impact cost, schedule, or performance.
  • Guide and supervise cross-functional teams, including technical, engineering, and administrative personnel. Promote a culture of collaboration, excellence, and empowerment.
  • Develop and present program status reports and briefings to senior government and corporate leadership. Maintain accurate documentation throughout the program life cycle.
  • Pursue follow-on and new business opportunities within the assigned area of responsibility.

Here's What You Need

  • 10+ years of experience in program management within DoD IT/Healthcare.
  • Experience managing complex enterprise IT projects/operations/systems/applications of a nature similar in size and scope (see system analysis attachment) as referenced under this contract. 
  • Experience managing and supervising employees of various labor categories and skills in projects similar in size and scope as referenced under this contract. 
  • Ability to implement innovative approaches in fulfilling requirements to improve IT services with a potential of cutting overall cost and finding efficiencies through the use of technology. 
  • Demonstrated oral and written communication skills required, with experience briefing executive personnel. 
  • Experience in leadership of complex tasks, including review of work products for correctness, compliance with industry ‘best practices’, DoD standards, and Army standards. 
  • Experience translating contract requirements into project plans and milestones, directing and implementing plans, and presenting formal project status/plan briefings to Government managers. 
  • Experience working in the Defense Acquisition environment. 
  • Possess a project management certification such as Project Management Professional (PMP) or equivalent Government certification.
  • Ability to report onsite as needed in Fort Knox, KY
